Reporting Consultant with Monitoring & Evaluation & Analysis specialist

Experis IT Switzerland is currently on the search for an Evaluation specialist with Public health sector experience to join one of their clients, an NGO, based in Geneva.
Your responsibilities:
The Consultant will provide expert advice for the Clients measurement framework development, policy notes and tools, including the linkages with certain Projects and Data Governance.
The Consultant will assist the specialists for monitoring and evaluation for the roll-out of program and data quality framework, including coordination with internal teams and documentation of lessons learned and recommendations to shape the programmatic assurance framework.
The Consultant will support the evaluation planning and implementation, including contracts with service providers, tracking the implementation of evaluations, and managing the evaluation database.
Key Responsibilities
- Measurement frameworks
- Support the development of the measurement framework, policy notes and guidance;
- Develop tools and templates for monitoring & evaluation, including linkages with the project/Data Governance Team, including management of changes to indicator reference data and data migration;
- Develop training materials and assist the training.
- Support Program and data quality assurance activities
- Assist the rollout of program and data quality framework as outlined in the program and data quality including- coordination with Country Teams, sourcing and teams to provide technical guidance to assurance activities;
- Work with Risk and related Departments, particularly on the integrated risk tool and on major M&E risks in the portfolios and responses;
- Contribute to the evaluation and improvement of program and data quality assurance policy and process through documenting lessons learned, conducting assessment of programmatic results, review of reports and their recommendations on programmatic assurance, and providing recommendations to shape the appropriate programmatic assurance framework.
- Support national program reviews and evaluations;
- Support the evaluation planning, management of the contracts with Service Providers for Evaluations;
- Track the implementation of program review and evaluations;
- Compile the evaluation reports and findings, create and maintain evaluation database.
- Assist with other Monitoring and Evaluation duties as requested.
To deliver the required results, it's necessary that you have:
- 3 or more years of experience in international work, including experience with public health, research, and monitoring and evaluation;
- Experience working with international teams and dealing in a culturally appropriate manner with a range of stakeholders, from high level government officials to community members;
- Experience with policy development and evaluation. Particular experience with Challenging Operating Environments and/or program and data quality policy work helpful, but not mandatory;
- Experience with health facility assessments or other similar large-scale surveys helpful, but not mandatory;
- Good understanding of evaluation design and implementation;
- Strong experience in data management;
- Fluent in English, working knowledge of French
