Requirements Engineer (RE) for the USWHT 871(m) ProjectProject situation:
The aim of the project is to ensure compliance to U.S. regulations IRC section 871(m) by January 1, 2017. The section 871(m) is a part of the renewed US QI (Qualified Intermediary) tax regime. It includes any derivative instruments which reference to at least one US equity security. In scope transactions will be subject to a withholding tax on “dividend equivalent payments” for “non-US-resident aliens” and IRS reporting (Form 1042 & 1042-s). Starting 1/1/17 tax must be withheld on all in scope transactions and the first IRS reporting will be done in 1Q18.
Therefore the project will implement a technical solution to comply with section 871(m). IT requirements specifications have to be written derived from business requirements documents and workshops. New modules need to be developed on our IBM mainframe in order to gather all required data, calculate and withhold the relevant tax amounts and create the regulatory reporting to IRS, clients and counterparties.
Roles overview: supports business in its duties through IT support and documentation to provide a common understanding between the client who use the application and the IT people who built, test and maintain it now and in the future understand business drivers and what needs to be delivered from a business and IT point of view obtain understanding of and commitment to requirements develop, manage, estimate dimensions and consolidate information on the requirements of the project's customers, products and product components according to the requirements engineering process
Key Deliverables:
elicit and elaborate requirements model and document requirements understandable for clients and subsequence roles within IT ensure that specification of the user's needs is accurate, complete and unambiguous maintain traceability between requirements and between requirements and requests identify impact of changes on the existing requirements provide inputs to a first test strategy for the application provide input to the Project Manager for prioritizing requirements supports testing phase by giving input, review test strategy and test cases
Mandatory education/experience:
university degree or similar education preferably in information technology or information management requirements engineering experiences on IT side within financial institutions of > 6 years well experienced in eliciting requirements from business subject matter experts and writing business rules and interface specifications for the developers good understanding of financial instruments like Swaps, Forwards, Options, Warrants, Futures, Notes/Certificates, etc. as well as corporate actions and sell/buy transaction of mentions products solid theoretical understanding and practical experience of use case modelling (UML) in IT projects understands software development processes
Beneficial experience (ordered by prio):
IREB Certified Professional for Requirements Engineering or a similar certificate well banking-knowhow about tax, namely about US Withholding Tax (FATCA, Qualified Intermediary) working-experience within Credit Suisse IT experience in using tools like JIRA, Polarion, Enterprise Architect 9.x project management experience
