Private Sector Engagement Strategic Initiative – Project Manager (NGO) (m/f/d)

Main tasks:
  • The organization is seeking an individual consultant to manage the Private Sector Engagement Strategic Initiative (PSE SI), managing Palladium’s / Instiglio contract and activities implementation for the delivery of Phase Two objectives
  • The consultant will work in the Resilient & Sustainable Systems for Health team (RSSH), Technical Advisory and Partnership Department, and report directly to the PSE Senior Specialist in the RSSH
  • Ensuring the SI delivers on its objectives, through oversight and project management of the TA, tracking and reporting on and driving program performance, maintaining effective financial management and proactive communications, in countries, within the organization and with wider stakeholders, coordinating with monitoring and evaluation, and drawing learning from the SI
  • Strategic development which is cascaded directly to program implementation. The PSE SI projects are iterative, and as the SI continues projects will start, stop, and adapt based on our learnings, which are further informed quarterly by a senior advisory committee.
  • Overseeing TA mobilization, agreeing the quarterly workplans and budgets, defining quarterly paid deliverables based on those workplans, and holding the TA to account for delivery through performance management and linking quarterly payment decisions to their results
  • Leading all the administrative processes of the project in coordination with the SI PMO , including programmatic and financial reporting, on a routine base and securing all necessary approvals when needed
  • Ensuring the effective, impactful delivery of the Strategic Initiative, building on the work already undertaken - specific activities will include, but not be limited to the following : strategic advise to the TA as they develop and implement the contracts and performance management systems or coordinating with Country Teams and assure inputs and alignment with other country programs and initiatives such as other SIs or reviewing and revising as necessary the strategic objectives of the SI based on learning and developments in implementation, and reviewing and revising the TA firm’s contract in the light of delivery and performance
  • Some other tasks could include : managing delivery by the firm throughout Phase Two and ensuring they deliver as agreed/required, with programmatic objectives, budgets and operational targets and performance management systems in place for all programs or facilitating monitoring and evaluation of program delivery or negotiating with and arbitrating between stakeholders with sometimes conflicting motivations
  • Quarterly reports on the SI’s budget and spending on TA’s budget, 6 monthly budgeting and forecasting for internal SI PMO projections for total SI spend
  • Establish a guidance notes and toolkits on contract design, contract pricing, drawing up operating plans and budgets, and performance management systems or also, quarterly meetings of the Advisory Group
  • Others deliverables could be : qualitative and quantitative review of the results of process optimization, presented to RSSH leadership, programs revised on an ongoing basis, with the data demonstrating performance, monthly performance reviews held and reports produced for every program


Main qualifications
  • Advanced university degree from an accredited university. The degree should indicate intellectual ability, research and analytical skills, negotiating skills, and verbal and written presentation skills
  • Professional experience in the delivery, contracting, service design, project planning and mobilization, direct management, and contractor management of services delivered under contract to government, or NGOs using outcomes-based, performance-based, pay-for-results, or activity-based contracts. Then, you should also have direct experience of social investment as well as be familiar with diverse funding models for private sector engagement
  • The selected candidate should have a significant track record of leadership in : program implementation for vulnerable individuals & experience of performance management of contracts & managing multiple workstreams across different domains and technical specialties. Agile management is outcomes-based, performance-based, pay-for-results, or activity-based contracting & experience in the strategic design, mobilization, and oversight of performance management systems at a senior level while working for a client. This should include strong experience in change management, including stakeholder management, negotiation, and corporate diplomacy. Management and implementation consultancy preferred
  • Management experience in an organization delivering frontline services, in the public or non-state sector, where there was a clear performance focus, for example it was an outcomes-based contract + experience of managing contractors with multi-million-dollar contracts
  • Experience in the design and mobilization and oversight of performance management systems while working for a client (usually a government)
  • Experience of both design and delivery across a range of different contracting and payment models, used to incentivize performance & experience of building and mobilizing organizational structures designed to maximize operational performance
  • Leadership of frontline service delivery to vulnerable communities and individuals could be an asset
  • Experience of building and being accountable for complex operating budgets for services being delivered across large geographies and multiple sites would be an asset 
  • Fluent in English language verbal and written presentation
